Spellstorm Control Wizard full dps build (19. September 2017)

In this post, I am going to explain my dps build on my CW. In my opinion, this is the best full dps build for cw’s out there at the moment.

As a full dps CW we have just one job to do. And this is doing as much damage as fast as possible.
Class: Tiefling
We do 5% more damage if the target is below half health! Furthermore, it gives us additional 2 Charisma and 2 intelligence. This are the attributes to go for. Therefore I suggest to roll at the beginning that you have 18 intelligence and 18 Charisma

Equipment:
The rules here are easy. Make sure you reach like 95% crit (infight), 80% resistance ignored and the rest you put on full power. If you have like 2-4k Recovery this is enough.
Make sure you do not have more than 1000 of Action Point Bonus, Combat Advantage Bonus & Companion Influence. It would just be a waist because the soft cap is at around 900.
I personally use as Weapon Enhancement the Transcendent Dread enchantment. I think this is the best for single target (Not vorpal, as we have compared to other classes 4 Encounter powers)! If you have the Lightening enchantment this is as well a good choice.
On the main hand the Artifact power should be Chilling cloud as you want to spread as much chill as possible (Chill increases the damage done to the target).
On the off hand you should have Stormspell. As we are aiming for 100% crit chance infight, you will do many crits in a dungeon run and therefore a lot of Stormspell. In my case, stormspell is the one that does the most damage! But having Chilling Presence is as well a very good, and nearly equal choice.

 

Power:

 

Class Features:

Chilling Precence (Increases the damage you deal by 2% for each stack of Chill on your target)
Storm Spell: When you do a critical hit you have a 30% change to cast Storm Spell

Dailies:

When facing many mobs or fighting a single target I always have Ice Dagger and Oppressive Force as dailies active. Ice Dagger to deal massive damage to a single target or Oppressive Force to deal damage to all targets around me.

 

Encounters:

Multi Target: Conduit of Ice, Disintegrate, Steal Time, Icy Terrain.
First do Conduit of Ice, then dodge to the targets and do Icy Terrain. Start Oppressive Force and then directly Steal time. Then on a target that is nearly dead you cast Disintegrate. Then start this all over.

 

Single Target: Conduit of Ice, Disintegrate, Sudden Storm, Ray of Enfeeblement
Start with Conduit of ice, then disintegrate, Ray of enfeeblement, Sudden Storm. Then do whatever is ready.

 

Alternatively, you can use instead of Sudden Storm, Chill Strike

 

And as you have skilled Spell Twisting do not forget after 3 Encounter powers to use an At-Will to reduce your cooldowns.

 

At-Wills:

Chilling Cloud (Do add stacks of Chill)
Storm Pillar (If you wait for mobs that you know where they will appear)

 

As active Artifact I use Wheel of Elements (Fire, 30% bonus Damage for 28 seconds)

Loyal Avenger Equipment, and go on Runestones that you need. I have Brutals (Offense Slot) and Dark Enchantments (Defense Slots)

 

Insignia Boni:
2 x Protector’s Camaraderie
Protector’s Friendship
Cavalry’s Warning
Assassin’s Covenant

As Insignias itself, use them to fill up what you are missing. (95% crit, 80% armor penetration). If you already have this go on max power and recovery
As Combat Power I use Tenser’s Transformation: Gives you for 12 seconds +2 Strength, Dexterity, Constitution and Armor Class. And increases your Power and Movement speed by 10%
As Equip Power I have Dominant Force (4000 Power)
